Blue Hill, NE Parking Rules: RV & Boat Parking (2026)

Blue Hill Municipal Code § 4-219 governs where recreational vehicles, boats, boat trailers and similar vehicles may sit on residential lots. Subsection B bans storing or parking these vehicles, unless completely enclosed in a building, in any front or side yard in any zoning district. Subsection C then permits rear-yard storage, but only if four conditions are all met: the vehicle must belong to the resident of the property where it sits, it must keep a minimum five-foot distance from any street or alley, it must be parked on a driveway paved with concrete or an equivalent hard surface such as asphalt, brick, stone or crushed rock, and no part of it may extend over the public sidewalk or right-of-way.

Subsection D allows side-yard storage only as a fallback, when rear-yard space is unavailable and there is no reasonable access to the rear yard; a fence alone does not count as blocking reasonable access. Subsection E limits use once parked: the vehicle may be stored for storage purposes only, cannot be used as a dwelling, cannot be occupied for temporary living or sleeping except visits under three consecutive days and 15 cumulative days a year, cannot be permanently connected to utilities, and cannot store goods unrelated to its own operation. The section exempts recreational vehicles parked on individual lots within a duly permitted mobile home park.
