Blue Hill, NE Parking Rules: Commercial & Oversized Vehicles (2026)

Blue Hill Municipal Code § 4-204 makes it unlawful for the owner or operator of a semi-trailer truck, whether the trailer is attached or unattached, to park on city streets. The only routine exception is active use: a truck may stop only for the time actually needed to deliver or collect goods, wares, merchandise or materials, and no longer than that expeditious purpose requires. The section carves out three further exceptions. Trucks connected with building, repair, service or moving operations may park while working. Trucks parked off the travel lanes of the street in industrially zoned areas are exempt entirely.

And the City Council may, by resolution, designate specific areas as proper parking areas for these vehicles, provided the area is marked with an adequate number of signs. Emergency vehicles are excluded from the section altogether. The rule traces to Ordinance No. 372, adopted May 3, 1994, and has not been amended since. It works alongside the general truck-route rule in § 4-108 and the citywide parking scheme in Article 2 of Chapter 4, but § 4-204 is the specific bar on long-haul trucks sitting on residential and commercial streets outside a delivery window.
