Blue Hill, NE Parking Rules: Curb Color Rules (2026)

Blue Hill Municipal Code § 4-205 assigns curb painting exclusively to city government. It is the duty of the city superintendent to cause curb space to be painted, and to keep it painted, as provided elsewhere in Article 2 of Chapter 4 (the parking article, which includes the red-curb rule around fire hydrants in § 4-215). The flip side of that duty is a direct prohibition on private action: no person, firm or corporation may paint the curb of any street, or in any manner set aside or attempt to prevent vehicle parking on any street or part of one, except at places where parking is already prohibited under the article.

The section closes by centralizing authority further: the marking or designating of any portion of a street or alley where parking is prohibited or limited may be done only by the city, acting through its proper officers, and only at the direction of the City Council. In practice this means a resident or business cannot legally paint their own curb red, yellow or otherwise to reserve a space, block a competitor's customers or informally extend a loading zone; only City Council action, carried out by city crews, creates or marks a parking restriction.
