Section 3-302 sits in Article 3, "Animals Generally," right alongside the city's permission-based rule for keeping poultry, livestock and fowl in § 3-301 and the enclosure-sanitation rule in § 3-303, which requires that pens, cages, sheds, and yards for animals "not specifically barred" stay clean and free of nuisance conditions. Because a wild animal is barred outright under § 3-302 rather than merely regulated, the enclosure-sanitation standard in § 3-303 never comes into play for it: a locked, clean cage doesn't cure the violation. The only carve-out is for animals held for exhibition purposes by a circus or an educational institution, a narrow category that doesn't reach a private resident's personal collection, however well the animal is housed.

Enforcement runs through the animal control authority the City Council designates under § 1-514, the same office responsible for dogs, cats, and other animal-related provisions in Chapter 3. Because the ban applies to the entire corporate limits without a district-by-district carve-out, it reaches every residential, commercial, and agricultural parcel inside the city, unlike some of Blue Hill's zoning rules that vary by district.
