Blue Hill Municipal Code § 4-216 gives the City Council power to order any street, alley or portion of one vacated for weather emergencies and for street maintenance or cleaning, which is the legal basis for a snow-route or snow-emergency parking ban. The section requires notice before enforcement, but it is flexible about form: the city may personally notify the owner or operator of a vehicle already parked on the affected street or alley, or it may simply post appropriate signs along the streets or alleys covered by the order.

Once that notice exists, a vehicle left parked in violation is not just ticketed; § 4-216 authorizes the city to remove the vehicle and park it under city personnel's supervision at a suitable nearby location, and it may do so without further notice to the owner or operator. This lets Blue Hill clear streets for plowing during a snow emergency even when an owner cannot be reached individually, relying on posted signage alone. The rule traces its authority to Neb. Rev. § 17-557, but it is enacted here as Blue Hill's own ordinance and is enforced by city personnel and police rather than by the state.
