Blue Hill, NE Noise Ordinances: Vehicle Noise (2026)

Blue Hill Municipal Code § 4-135 requires every motor vehicle operated in the city to carry a muffler in good working order that prevents excessive or unusual noise or smoke, and separately bans using a "muffler cut-out" on city streets. Section 4-138 backs that with a general catch-all: no one may drive, use, operate, park or stop a motor vehicle in a manner that causes unnecessary noise, covering loud stereos, revving and similar disturbances that a specific section does not name. Section 4-141 targets compression-release engine ("Jake") brakes: making loud or disturbing noise with a compressed-air assisted-braking device is unlawful within the city limits, with a single exception for genuine emergency situations.

A related but separate provision, printed in the code as § 3-139 under Chapter 4, covers exhibition driving, squealing tires and excessive engine noise from stunt-style operation and is enforced apart from the muffler and unnecessary-noise rules. Enforcement of Chapter 4 sits with the Blue Hill Police Department under contract with the Webster County Sheriff (§ 1-507). Because these are code violations rather than zoning provisions, they apply to any vehicle operated on a city street, alley or public way, not just to a fixed location, and an officer does not need a decibel reading to cite the general unnecessary-noise clause in § 4-138.
