Cleveland Codified Ordinances Chapter 670 regulates adult cabarets, bookstores, and theaters with mandatory licensing, 1,000-foot buffers from churches, schools, parks, and residential zones, and detailed operational standards under the Division of Assessments and Licenses.
Chapter 670 requires every adult entertainment establishment to obtain an annual city license, undergo background checks for owners and managers, and operate at least 1,000 feet from any church, school, public park, day care, or residentially zoned parcel. Interior configuration rules require open booths to deter unlawful conduct, and signage is restricted in size and content. Chapter 670 was repeatedly upheld against First Amendment challenges in the Sixth Circuit, drawing on the secondary effects doctrine. Combined with Title 7 zoning code, the buffers effectively limit adult businesses to industrial corridors near Flats and Slavic Village.
Operating without a license, violating buffer distances, or failing inspections by the Division of Assessments and Licenses or CPD vice unit results in fines, license revocation, and closure of the establishment.
