Leander Code of Ordinances § 4.07.081 makes it a criminal offense to operate a sexually oriented business within 1,000 feet of a church, public or private school, day care center, public park adjacent to a residential district, or the boundary or property line of a residential district or lot. The same 1,000-foot buffer applies between two sexually oriented businesses, and no more than one may occupy the same building. Businesses lawfully operating before January 4, 1993 that violate these buffers are grandfathered as nonconforming uses for up to three years. The chief of police, who administers the licensing article, enforces the buffer under § 4.07.041 through § 4.07.049.
