103 makes it unlawful to operate an adult entertainment business in Los Banos without first obtaining and maintaining an adult entertainment business regulatory permit, and separately makes it unlawful to perform live in specified sexual activities or specified anatomical areas at such a business, or to work as an escort or figure model, without the corresponding performer, escort, or figure model permit. 201 requires the operator to file an application with the Police Chief and pay a nonrefundable filing fee set by Council resolution. 202 requires extensive disclosures: the applicant's legal name and any aliases, proof of age 18 or older, fingerprints, a photograph, five years of business or employment history, a floor plan accurate to plus or minus six inches, and, critically, a certificate showing the property line of any other adult entertainment business within 500 feet of the primary entrance and the property lines of any church, school, park, or residential zone within 300 feet.
