03 sets the license tax for pawnbrokers according to the schedule in Article 2 of that same chapter. 04 imposes a detailed recordkeeping duty: every pawnbroker or secondhand dealer must keep a well-bound book at the place of business recording each article pawned, purchased, exchanged, or otherwise taken into possession, entered at the time of the transaction, showing the hour and day received, a full description of the item, the amount loaned or paid, and the signature, description, and vehicle license number of the person delivering it; each transaction gets a number, and a matching tag must be firmly attached to the item.

05 requires that every article taken in be held intact in a designated location for 20 days from the date of receipt before it may be exhibited, sold, exchanged, removed from the premises, delivered to anyone, or otherwise disposed of, giving law enforcement a window to recover stolen property. 06 requires that the articles and records be exhibited on demand to any sheriff, police officer, constable, or peace officer and never concealed. 07, including anyone buying from a State Sales and Use Tax licensed dealer, secondhand automobile dealers, and retailers who take in secondhand goods as trade-in payment toward new merchandise in the regular course of business.
