A. 2. Item 2 confines these uses entirely to the Second Industrial or Third Industrial Zoning Districts and bars them within 1,000 feet, measured straight-line from the property line, of another sexually-oriented business, a hospital, any residentially used or zoned building, a nursing home, a place of worship or cemetery, a school, a daycare or child care center, or any parcel zoned residential. A. A. 2C:34-7. Signage is tightly restricted under item 3: only a single wall-mounted sign is allowed on one facade, capped at two feet in height and 25 square feet in area, mounted no more than 16 feet above grade and below the first-floor cornice line, covering no more than 10% of the wall surface, projecting no more than six inches, with internal illumination prohibited entirely and no sign permitted within sight line of a state or federal highway.

Because the two eligible industrial districts sit apart from Newark's dense residential neighborhoods, the combination of zone restriction and 1,000-foot buffer effectively narrows where a sexually-oriented business can legally locate to a small subset of parcels citywide, all subject to Central Planning Board conditional-use review under Section 41:6-1.
