Queen Creek, AZ Business Licensing & Operations: Adult Entertainment (2026)

Article 8-5 of the Town Code, adopted by Ordinance 123-98 in 1998, requires anyone operating a sexually oriented business, and every employee working for one, to hold a separate license under Section 8-5-4; an applicant must submit fingerprints, a criminal history disclosure, a scaled floor-plan sketch, and a licensed surveyor's certificate showing every existing sexually oriented business, church, school and park within 1,000 feet of the site. Section 8-5-6 sets the price of admission at a $500 non-refundable application and investigation fee plus a $500 annual license fee for the business, and a $100 annual fee for each employee license.

Section 8-5-12 then locks in where a licensed business can sit: it is a misdemeanor to operate one in a zoning district that does not permit it under the Zoning Ordinance, or within 1,000 feet of a church, synagogue, mosque or temple, a school of any level from day care through university, a residential district boundary or the property line of a residential use, a public park or recreation area, a family-oriented entertainment business, or a business licensed to sell alcohol. The same 1,000-foot buffer applies between two sexually oriented businesses, and the Town will not allow more than one such business to share a building or let one expand into space occupied by another.

Distances are measured in a straight line between the nearest walls or property lines, ignoring any intervening town, county or other political boundary, which matters in Queen Creek given its span across Maricopa and Pinal counties. Section 8-5-7 backs the licensing scheme with inspection rights for the Maricopa County Sheriff's Office, the county health department, the fire department and the Town Zoning Department, and Section 8-5-9 authorizes a 30-day suspension for any violation of the article.
