Full Breakdown

City Code Chapter 111 confines adults-only bookstores, motion picture theaters, and adult entertainment centers to C-1 retail commercial zoning. All regulated uses, including massage parlors and saunas, are barred within 500 feet of any residentially zoned district (R-1, R-2, R-3, E-1, M-H, A-R, multi-family SU), church, state-licensed day care, public library, or school primarily serving persons 17 or younger. Only one regulated use is allowed per block face, with distance measured in a straight line from the main entrance to the nearest lot line. A use sited in violation of the buffer is treated as a conditional nonconforming use under § 111.05.

Violations & Fines

Operating outside C-1 zoning or within the 500-foot buffer forfeits nonconforming-use protection under § 111.05, and stacking a second regulated use on one block face violates § 111.03(A)(2).
