Rio Rancho does not impose a dedicated weight-based ban on commercial vehicles in residential areas, but the all-night oversized-vehicle rule (Section 12-6-6.5(B)) keeps large trucks and trailers off residential streets overnight. The Rio Rancho Municipal Code does not contain a single ordinance broadly prohibiting commercial vehicles from parking in residential neighborhoods. Instead, several provisions combine to limit them. The zoning code (Chapter 154) defines a 'commercial vehicle/equipment' as any vehicle or equipment with a gross vehicle weight rating exceeding 10,000 pounds used or designed for a commercial or industrial function, and a 'noncommercial vehicle' as one of 14,000 lbs GVWR or less that fits a 9-by-28-foot space. The key on-street limit is Section 12-6-6.5(B), which bars parking any vehicle, trailer, or tandem over 7 feet wide and/or 7 feet tall on a residential street from one-half hour after sundown to one-half hour before sunrise unless loading or unloading - a dimension most commercial trucks exceed. Freight loading and unloading on the street is separately confined to designated freight curb loading zones, where stops may not exceed 30 minutes (Section 12-6-8.4). Equipment regulations for trucks, truck-tractors, semi-trailers, and house trailers in Article X largely adopt the New Mexico Motor Vehicle Code.
A commercial truck or trailer over 7 feet wide/tall parked overnight on a residential street violates Section 12-6-6.5(B). Exceeding 30 minutes in a freight curb loading zone violates Section 12-6-8.4. Enforcement is by the Department of Public Safety.
