Curb loading zones in Rio Rancho are regulated by Sections 12-6-8.1 through 12-6-8.4. The city administrator determines the location of passenger and freight curb loading zones and posts signs stating the hours the regulations apply (Section 12-6-8.1). A curb loading zone may be designated on request only if the applicant obtains a permit and two end-marking signs (Section 12-6-8.2). In a passenger curb loading zone, Section 12-6-8.3 prohibits stopping, standing, or parking for any purpose other than the expeditious loading or unloading of passengers, and only for a period not to exceed 3 minutes during the hours the regulation is effective. In a freight curb loading zone, Section 12-6-8.4 prohibits stopping, standing, or parking for any purpose other than the expeditious unloading and delivery or pickup and loading of materials; in no case may the stop for loading and unloading exceed 30 minutes. A passenger vehicle may temporarily use a freight zone only while actually loading or unloading passengers and not interfering with a vehicle waiting to enter for freight. Angle loading/unloading may be permitted by special permit under Section 12-6-6.13.
Exceeding 3 minutes in a passenger zone (Section 12-6-8.3) or 30 minutes in a freight zone (Section 12-6-8.4), or using a loading zone for general parking, is a citable violation enforced by the Department of Public Safety.
