Driveway and off-street parking standards are set in Chapter 154 (Planning and Zoning). The code defines a 'driveway' as an all-weather vehicular access way connecting an off-street parking space or parking lot with a public or private street. For single-family residential development, Section 154 requires an all-weather driveway constructed from the property line to the private garage or carport, or to another designated off-street parking area meeting Section 154.76. Under the off-street parking requirements (Section 154.76), driveways must be at least 10 feet wide for one-way traffic and 20 feet wide for two-way traffic (with a narrower allowance for short two-way driveways serving six or fewer spaces), each parking space must be at least 9 feet by 18 feet exclusive of driveway area, and parking areas, loading/unloading areas, and the driveways serving them must be paved and/or stabilized with asphalt paving or other suitable material as determined by the Development Services Department. A vehicle parking space must connect to a public street or alley by a driveway not less than 10 feet wide.
Building a non-conforming driveway, or parking off-street on an unimproved surface that should be paved/stabilized, can be cited under Chapter 154 zoning and property-maintenance enforcement. Code enforcement handles complaints; correction (paving/stabilizing) is typically required.
