A.Subject to the limitations of this chapter, adult uses may be located in the mixed-use or commercial land use designations, if permitted by the zoning district in which the property is located.B.In those land use designations where the adult uses regulated by this chapter would otherwise be permitted uses, it shall be unlawful to establish any such adult use if the location is:1.Within a five hundred-foot radius of a school or park. The distance between a proposed adult use and the school or park shall be measured from the nearest exterior wall of the facility housing the adult use or proposed adult use to the nearest property line which includes a sensitive land use, along a straight line extended between the two points.2.Within one thousand feet of any other adult use as defined by this chapter located either inside or outside the jurisdiction of the city. The distance between two adult uses shall be measured between the nearest exterior walls housing the adult uses along a straight line extended between the two uses.C.The establishment of any adult use shall include the opening of such a business as a new business, the relocation of the business, or the conversion of an existing business to any adult use.

Full Breakdown
01. 606. 02(B) additionally requires a separate adult use regulatory permit from the director, which demands fingerprints processed by the Vallejo Police Department, two recent photographs, a nonrefundable application fee set by the Master Fee Schedule, and a background check confirming no sex-related misdemeanor or felony conviction within the past seven years; the director must approve or deny within thirty calendar days. 05(A) confines adult uses to mixed-use or commercial zoning designations where otherwise permitted, and subsection (B) then layers on the spacing rule: no adult use may locate within a 500-foot radius of a school or park, measured wall-to-property-line, or within 1,000 feet of any other adult use inside or outside city limits, measured wall-to-wall. 00-foot-candle exterior lighting, mandatory background checks for on-site managers who must be at least twenty-one, and a minimum employee age of twenty-one.
Violations & Fines
Operating an adult use without both the major use permit and the adult use regulatory permit, or in violation of the 500-foot school/park or 1,000-foot adult-use spacing rule, is unlawful under Section 16.304.02 and 16.304.05. The city can revoke a permit under Section 16.304.08(C) for violating permit conditions, operating outside licensed hours, creating noise violations under Section 7.84 or the Section 16.502.10 noise standards, or a qualifying operator conviction, and a revoked operator is barred from obtaining a new adult use permit for twelve months.
