Allentown, PA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Section 660-48 of the Zoning Ordinance (Ord. No. 16166, effective January 1, 2026) regulates home occupations, the jobs or professions residents run as an accessory use to their household living use. Subsection F lists uses expressly prohibited as home occupations, and F(1) is explicit: any type of assembly, cleaning, maintenance, painting or repair of vehicles or equipment with internal combustion engines or of large appliances such as washing machines, clothes dryers or refrigerators. That single provision bars everything from oil changes to full engine rebuilds when run as a business out of a home or accessory garage, whether the work would otherwise qualify as a type 1 no-impact home-based business or a type 2 home occupation that sees clients on site.

The prohibition sits alongside other banned home businesses in § 660-48.F, including tow-truck services, dispatch centers, equipment rental businesses, and any outdoor storage of vehicles, parts, or equipment, underscoring that the City treats auto-repair-type activity as incompatible with residential neighborhoods regardless of scale. Even a Type 1 home occupation, which is otherwise allowed as of right if confined indoors and limited to residents of the dwelling, cannot use that path for vehicle repair, because F(11) separately bars any home-based work activity that does not comply with the regulations of this section. A resident who wants to legally run an auto-repair business must locate it in a zone and building type where automotive repair is a listed principal or accessory use, not as a home occupation.
