The City of Dothan's Table of Permitted Commercial Uses at City Code § 114-131.2 lists 'Automobile Repair/Service' with no permitted (P) or special-exception (S) marker in the Agricultural-Conservation district, any of the six residential districts (R-1 through R-4, R-A) or either manufactured-home district (MH-1, MH-2). Under § 114-130(2), the code treats a blank cell as a flat prohibition: a land use listed in the table but marked neither permitted nor special exception is prohibited outright. A resident who wants to run a repair shop, body shop or engine-overhaul business from a house therefore cannot get Planning and Development to sign off on that use at a residential address; it only becomes lawful on land zoned B-1, B-2, L-I or H-I.

Homeowners are not left with nothing: § 114-101 lets a resident register a 'qualifying' home occupation such as an office for an otherwise licensed business, or apply for a 'non-qualifying' home occupation special exception for work with some outward sign of activity. But those categories both bar any customers at the home, ban outdoor storage of tools or parts, cap a business vehicle at pickup-truck or van size, and forbid accessory buildings for the work, which rules out a functioning repair bay. Land use variances are explicitly prohibited under § 114-130(2); the only route around the table is a rezoning application through the planning commission and board of commissioners.

A resident who opens an unpermitted repair operation risks a code enforcement case and, absent compliance, prosecution under the citywide general penalty at § 1-4.
