EMMC 17.65.070 lists home businesses the license official, a designee, or the planning commission cannot approve under any circumstances, regardless of lot size, acreage, or proposed mitigation. Automobile-related businesses such as auto repair, body work, and painting head the list, alongside engine repair and metal fabrication or assembly shops. The chapter also bars retail or wholesale sales that are not incidental to a home business (point-of-sale transactions conducted away from the home are excepted), sexually oriented businesses, and health care businesses that generate medical, hazardous, or biological waste, though massage therapists, chiropractors, psychiatrists, and orthodontists are specifically carved out of that last category.

Unlike the discretionary exceptions available for other home business standards under EMMC 17.65.050, where a minor deviation from EMMC 17.65.060(A) through (F) can be approved administratively and other deviations can go to the planning commission, the EMMC 17.65.070 prohibited-use list allows no exception process at all: the ordinance states these uses will not be permitted under any circumstances. An Eagle Mountain resident wanting to run an auto repair, body, or paint shop must locate the business in a zoning district that allows that commercial use outright, not as a home occupation.
