Lake Havasu City, AZ: Auto Repair on Residential Property (2026)

Section 14.03.03E.2 of the Development Code sets the ground rules for any business run out of a residence, and division g. carves out a list of uses the city will not let operate as a home occupation under any circumstance, no waiver or minor variance can cure the prohibition. Automotive, ATV, boat, electronics, or equipment repair, along with parts sales, detailing, upholstery work, or washing, sits second on that list (division g.ii), alongside ambulance services, cabinet shops, commercial pesticide applicators, large appliance repair, medical or dental offices, pet grooming, mobile-repair dispatch, restaurants, multi-vehicle taxi service, and veterinary uses.

The purpose clause in division a. explains why: the standards exist to protect residential neighborhoods from excessive noise, traffic, fire hazard, and nuisance that commercial repair work typically brings with it. Any use not on the prohibited list still needs a zoning compliance determination from the Zoning Administrator under division h, who evaluates the application against the section's other standards, including the 25% floor-area cap and the ban on outside employees, before signing off. Because auto and equipment repair is named outright, no such application can be approved; the Zoning Administrator has no discretion to weigh it case by case. A property owner who disagrees with an enforcement finding, rather than a permit denial, can appeal to the Board of Adjustment under § 14.05.03O.
