Lake Havasu City, AZ Noise Ordinances: Vehicle Noise (2026)

Section 9.12.030 makes it unlawful to operate a motor vehicle that is not equipped with a muffler on its exhaust that is in good working order and constant operation, and the standard exists specifically to prevent excessive or unusual noise. The same section separately bans using a cutout, bypass, or similar muffler-elimination appliance, closing off the workaround of physically bypassing the muffler to make an engine louder. The rule traces to the city's 1994 Prior Code section 7-1-10(C) and sits in Chapter 9.12, Offenses Against Public Peace.

Lake Havasu City's dedicated noise chapter, 9.30, separately regulates two other vehicle-tied noise sources: section 9.30.060(B) requires a Chief of Police permit before operating any sound truck, loudspeaker, or sound amplifier attached to a vehicle, and that permit is refused only if the Chief believes the activity will disturb the public peace; section 9.30.060(C) bars repairing, rebuilding, or testing a motor vehicle in a residential area between 10:00 p.m. and 5:00 a.m. in a manner that causes a reasonable person discomfort or annoyance. Chapter 9.12 sets no fine schedule of its own for muffler violations, so Chapter 1.08's general penalty applies: a misdemeanor punishable by a fine of up to $2,500, imprisonment for up to 6 months, or both.

Chapter 9.30 violations instead carry section 9.30.090's escalating misdemeanor fines, capped at $100 for a first offense, $250 for a second, and $500 for a third or later offense, enforced by the Lake Havasu City Police Department.
