Lake Havasu City, AZ Noise Ordinances: Aircraft Noise (2026)

Section 9.30.030 lists 16 categories of noise the city exempts from the standards in Section 9.30.050, and subsection (P) names "the Lake Havasu Municipal Airport" as one of them, without qualification. The same list separately exempts, under subsection (O), "any activity to the extent regulation thereof has been preempted by state or federal law," reflecting that aircraft operations are primarily governed by the Federal Aviation Administration rather than city ordinance. Off airport property, the standard noise zones still apply: Zone I residential property is capped at 45 dB(A) from 10:00 p.m. to 7:00 a.m. on weekdays and up to 65 dB(A) by day on weekends, Zone II commercial property at 60 dB(A) overnight and 70 dB(A) by day, and Zone III industrial property at 60 dB(A) overnight and 85 dB(A) by day.

Noise is measured on the A-weighted scale with a calibrated sound level meter under Section 9.30.040, and a violation occurs when a 5-minute average, or an instantaneous reading 10 dB(A) above the standard, is exceeded under Section 9.30.050(E). The Lake Havasu City Police Department enforces the chapter under Section 9.30.080, including drawing the line between airport-exempt noise and noise from other sources near the airport that still falls under the zone standards.
