Section 332-3 of the Storage of Vehicles chapter, added in 1995, permits home auto repair in any residential zone subject to six conditions. The vehicle must carry a current New Jersey Division of Motor Vehicles registration in the name of the specific property owner or tenant (classic or collectible vehicles may substitute ownership documentation), and repair must happen in a driveway, parking area, garage, carport or rear yard, never closer than 10 feet to a side or rear property line, unless an existing nonconforming driveway or garage already sits within that setback.
Vehicles over 8,000 pounds gross weight cannot be repaired on residential property at all. Repair on city-owned lots, property or rights-of-way is barred outright, with one exception: an owner or tenant whose property has no on-site parking or driveway may repair a personally registered vehicle in the adjacent city street, provided legal parking is allowed there, the job is finished within 12 hours, and the inoperable vehicle never sits on the street more than 48 hours. Used parts, fluids, tires and other repair waste must be disposed of consistent with the City's health, recycling and waste ordinances, and open-air storage of disassembled vehicles or parts in a residential zone is prohibited outright.
Section 332-4 allows enforcement officials to grant a written waiver from any of these requirements for a $20 fee if the waiver won't harm public health, safety or welfare, capped to a stated time limit and location.

A violation of Chapter 332 is punishable under Chapter 1, General Provisions, Article I, § 1-16, which sets a maximum fine of $2,000, up to 90 days imprisonment, up to 90 days of community service, or a combination, at the judge's discretion, with each day a violation continues charged as a separate offense.
