Full Breakdown
A. 39:4-197, providing that no vehicle may park in a designated zone except for the surplus of commercial loading and unloading, meaning only a vehicle actively engaged in delivering or picking up freight may occupy the curb, and only long enough to finish that work. Schedule XVII, codified at § 325-43, spells out every zone by street name, curb side and exact dimension rather than leaving the boundary to guesswork. m. m. m. Monday through Friday for 80 feet north of Broadway. Zones on Community Place, Morris Avenue, Seventh Avenue, Union Avenue and West End Court carry no stated hour restriction, so the loading-only rule applies at all times.
LOADING ZONE, NO PARKING signage must be posted at each location for the restriction to be enforceable, per § 325-3J. The zone list has been amended repeatedly since the 1980 ordinance that created it, most recently in December 2025, reflecting the City's ongoing practice of adding and adjusting curb locations as businesses along Broadway, Third Avenue and Ocean Avenue change.
Violations & Fines
A vehicle parked in a marked loading zone without actively loading or unloading commercial freight is in violation of § 325-3J and § 325-43. Under § 325-23, conviction for a violation of the parking chapter carries a fine of up to $500, imprisonment for up to 15 days, or both, unless a different penalty is expressly set by New Jersey statute for that particular offense. The Long Branch Police Department issues summonses for improperly parked vehicles in these zones.
