Worcester, MA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Chapter Ten, Section 7 (Garages and Lubritoriums) of the Revised Ordinances of 2008 makes it unlawful for any person to operate a garage, auto repair garage, auto body facility, auto body or spray booth, or lubritorium without an annual license issued by the fire chief. The requirement is location-neutral: it does not exempt a garage or repair bay run out of a house or accessory building, so a resident performing auto repair as a business at home still needs the fire chief's annual license before opening.

c. 40, Section 22F, with fees varying by category of facility rather than a single flat amount, and the chief also issues a separate license, under the same fee authority, to any of these facilities that wants to keep, use or sell volatile inflammable fluids on site, per Section 6. Chapter Ten does not itself state a specific fine for operating a covered facility without this license; where a Revised Ordinances section states no specific penalty, the citywide default under Chapter Fifteen, Section 1 applies.

That default sets a fine of not less than twenty-five dollars nor more than three hundred dollars for each offense, with every day the violation continues counted as a separate offense.
