Bartow County, GA Business Licensing & Operations: Massage Establishments (2026)

Bartow County Zoning Ordinance Sec. 2 permits a home occupation only if it is clearly incidental to the residential use of the property, occupies no more than 30 percent of the dwelling, and produces no external sign of commercial activity. Subsection I overrides that general allowance for a specific list of businesses the county decided are incompatible with residential neighborhoods regardless of how small the operation is, and item 6 names massage therapy or similar services outright. The same list bans automobile repair, junk yards, manufacturing, dentistry and medical practices, and daily-purchase retail sales, so the county groups therapeutic massage with other uses it considers too commercial or too traffic-generating for a residential lot.

Unlike some of the county's licensed businesses under Chapter 44 (License, Taxation and Business), Bartow County's code does not print a separate massage-establishment licensing or inspection ordinance; the only county-level rule reaching a home-based massage practice is this zoning bar. A practitioner who wants to legally operate a massage business in unincorporated Bartow County has to lease or buy space in a district where personal-service or office uses are a permitted or conditional use, such as C-1, C-N or O/I, rather than working out of a residence.
