DuPage County, IL Business Licensing & Operations: Massage Establishments (2026)

Section 20-111 makes it unlawful to operate a massage establishment on any unincorporated DuPage County premises without first obtaining a massage establishment license under Article XI of Chapter 20. Applications go to the County Clerk under § 20-112, cost a nonrefundable $125 (plus fingerprinting costs) for an original license or $100 for renewal, and must include the applicant's fingerprints, photograph, three years of addresses and employment history, and a listing of every operator or employee, at least one of whom must qualify as a 'massage therapist' under the article's training and certification standards.

Section 20-113 requires the Clerk to secure certifications from the County Development Department, Health Department and Sheriff's Office before a license issues, confirming the premises meets the County Building Ordinance, zoning requirements and health regulations. , price rates must be posted in the reception area, therapists must wear nontransparent outer garments, and patrons' genital areas must stay covered in front of any employee. A license can be suspended for up to 30 days on a first violation of these rules, or 60 days to revocation on a second, per § 20-121.

Licensees denied, suspended or revoked can request a hearing before a hearing officer or appeals committee selected by the County Board Chairman under § 20-123, whose decision is final.
