It shall be unlawful for any person to own, operate, manage, engage in, conduct, or carry on, in or upon any premises within the City, a massage establishment without a massage establishment license obtained in accordance with this chapter, unless otherwise exempted in accordance with the provisions of this chapter.

B. A massage establishment license shall only be issued to the person signing the application, after compliance with the requirements of this chapter and all other applicable provisions of this Code, including, but not limited to, the payment of the appropriate application license fee and background investigation fee.
