Meriden, CT Business Licensing & Operations: Massage Establishments (2026)

Applicants for a massage establishment license must submit fingerprints taken by the Meriden Police Department, two portrait photographs, three years of business history, and disclosure of any felony conviction or conviction for sexual misconduct, obscenity, prostitution or pandering, under § 133-6. The Director of Health and Human Services sets a hearing on the application and posts notice on the property at least 10 days beforehand, per § 133-8, and may issue the license within 30 business days if the operation would comply with the City's building, health, planning, housing, zoning and fire codes, per § 133-9.

Facilities must use washable, sanitizable massage tables, provide hot and cold running water, and keep storefront windows below 32% light transmission (plus or minus 3%) and above 20% reflectance unblocked by curtains, per § 133-11. Every establishment must keep a one-year patron register open to Health Department and Police inspection, per § 133-14, and undergo at least one inspection per year, per § 133-15. Each masseur or masseuse must separately hold a Connecticut massage therapy license under C.G.S. Chapter 384a, per § 133-3. The Director of Health and Human Services or the Meriden Police Chief may suspend a license for 10 to 60 days or revoke it outright for a chapter violation, a licensee's conviction, or refusal to permit inspection, per § 133-17, with a hearing before a Citation Hearing Officer and an appeal to the Superior Court for New Haven within 15 days, per § 133-18. A revoked license bars reapplication for three years, per § 133-18.F. Schools, hospitals, nursing homes and state-licensed healing-arts practitioners are exempt under § 133-2.
