Meriden, CT Business Licensing & Operations: Tobacco Retail License (2026)

Chapter 153, Article V, Sale of Tobacco, Vaping, and Nicotine Products, adopted by the City Council on April 15, 2019, regulates every Meriden retailer that sells tobacco or nicotine products, a category § 153-21 defines to reach cigarettes, cigars, chewing tobacco, snus, and any electronic device delivering nicotine, plus any component or accessory of those products. Section 153-22 sets the substantive rule: no retailer, agent, or employee may give, sell, or otherwise distribute a tobacco product to anyone under 21, and the clerk must examine a photo ID for anyone who appears to be under 27 to verify the buyer is actually 21 or older before completing the sale; that the buyer looked over 21 is not a defense if no ID was actually checked.

Section 153-23 requires every point of sale to post a sign reading "The Sale of Tobacco or Nicotine Products or Devices to Persons Under 21 is Prohibited" in letters at least one inch high, in multiple languages if the location's other postings are multilingual, and selling to a minor at a location without that sign is itself a separate violation under § 153-23B. The Meriden Police Department enforces the article, including through random, unannounced compliance checks with underage buyers under § 153-24E. Section 153-25 splits penalties by violation type: sign violations draw a warning and five days to comply, then $50, $100, and $250 for the first, second, and later offenses; sale violations draw a warning, then $100 for a first offense after notice and $250 for the second.
