Sec. 14-592 requires anyone who wants to run a massage establishment in the City of Mosinee to first obtain a license from the common council, with a separate license for each location; applications go on city forms and stay valid only through December 31 of the year issued unless revoked sooner, and a nonrefundable fee set by the council comes due with the application. Sec. 14-593 imposes a parallel license requirement on massage technicians themselves, who must also supply a diploma or certificate from a recognized school, and Sec.

14-594 lets the city issue a six-month conditional technician's license to someone still working toward that credential. Sec. 14-570 sets operating standards: massage rooms need at least 50 square feet of clear floor area and a liquid-impervious table, doors must have a privacy latch but cannot lock, a waiting area must sit separate from the massage rooms, and the establishment must let building, fire, and health inspectors or any law enforcement officer in during business hours. m. Sec. 14-595 lets the common council suspend or revoke a license for fraud in obtaining it, for practicing massage to arouse sexual desire, for a felony or moral-turpitude conviction, or for letting an unlicensed person perform massage on the premises, with no refund of the license fee if that happens.
