Skokie, IL Business Licensing & Operations: Massage Establishments (2026)

Section 26-871 of the Skokie Village Code requires any person or entity operating a Massage Services Establishment in the Village to first obtain a Massage Services Establishment License, with a separate license required for each location even if multiple locations share the same owner; hospitals and nursing homes are excepted. A Massage Therapist who lives in Skokie but is not affiliated with a licensed establishment must get a license listing the therapist's residence as the establishment location, and any therapist practicing in the Village who does not reside there must be affiliated with a Village-licensed establishment.

, internal and external doors must stay unlocked during business hours except restrooms and certain single-employee locations, and exterior windows or lobby glass cannot be blacked out or covered with tinted or one-way glass. Section 26-853 lists prohibited acts, including allowing anyone to perform massage without a state massage therapy license and Approved Massage School diploma, advertising or permitting sexual services, and denying inspection access to Village inspectors. Section 26-852 declares any violation of the article a public nuisance, letting the Village Manager or a designee pursue injunctive relief or other civil action through the Corporation Counsel in addition to license discipline.

Under Section 26-855(i), a conviction for prostitution, indecent exposure, or a related offense connected to the establishment is grounds to revoke the license and bars a new license at the same location or to the same applicant for two years.
