020(A) defines a "secondhand dealer" as any person or business "buying, selling, trading, taking in pawn, or accepting for sale on consignment any secondhand personal property," so a pawnshop operates under this chapter rather than a separate pawnbroker ordinance. 030 makes it unlawful to engage in this business without a license. 040, the operator submits a sworn application to the Chief of Police disclosing every person with a financial interest in the business, and any prior convictions for theft, receiving stolen property, or fraud held by those interested parties; the applicant and financially interested persons must also be fingerprinted at their own cost.

050, the Chief of Police investigates the applicant's background and must issue the license unless the applicant or a financially interested person has been convicted of theft, receiving stolen property, or a related offense. 060 lets the Chief deny, suspend for up to thirty days, or revoke the license if the business location violates the code, if community health, welfare, or safety warrants it, or if the licensee made a false statement or violated the chapter; the licensee gets ten days' written notice and a hearing opportunity before any suspension or revocation takes effect.
