30 of the Redding Municipal Code regulates secondhand dealers: anyone in the business of buying, selling, trading, pawning or taking consignment of secondhand personal property bearing a manufacturer or owner-applied serial number, or jewelry containing precious metals or gems. 030 makes it unlawful to operate as a secondhand vendor in the city without a license. 040 requires the applicant to submit a sworn application to the chief of police disclosing every person with a financial interest in the business, their past criminal record for theft, stolen property, or fraud offenses, and to be fingerprinted at the applicant's own cost.

050 directs the chief of police to investigate and issue the license unless the applicant or any financially interested person has a theft, stolen-property or related conviction. 060 lets the chief deny, suspend for up to thirty days, or revoke a license for false statements, chapter violations, or if the business location or community welfare warrants it, but no suspension or revocation takes effect until the licensee gets ten days' written notice and a chance to be heard. 070. 080 requires vendors to file triplicate 'buy-form' records with the Redding Police Department at 1313 California Street at the end of each business day, naming the seller, their ID and vehicle description, and the item's serial number or identifying marks; copies stay on file for one year. 110 bars altering, cleaning or repairing held items during that period.
