005(B) as anyone in the business of selling, buying, trading, bartering, or exchanging secondhand goods, to hold a City secondhand goods dealer license, and that license requirement extends to any agent or employee of the dealer who personally handles secondhand purchases. 005(C) covers previously owned property generally, but the chapter's reporting duties zero in on higher-risk categories: precious metals such as gold, silver, and platinum, jewelry, coins, firearms, hand and power tools, and anything carrying a manufacturer's serial number. 025(A) requires the dealer to file a complete electronic report describing the item, the seller's name, date of birth, sex and address, the day and hour of the transaction and price paid, and any serial number, with a digital photo required for jewelry.

025(C) requires dealers to keep every electronic report for at least two years. 015 for used-vehicle dealers, recycling centers, trade-in resales, small flea markets and trade shows held three or fewer times a year, used book and clothing stores, scrap metal businesses, and not-for-profit resellers of donated goods, but anyone claiming an exemption bears the burden of proving it applies.
