Hartford requires a license from the bureau of licenses and inspections to collect, purchase, or barter for rags, paper, glass, old metal, junk, cinders, or other waste matter in the city, whether operating from a fixed location or going about the streets and public places for that purpose. Licensees must carry and exhibit their license badge on demand, and the chief of police keeps a record of every license issued. The license costs $2.00, expires each June 30, and bars licensees from working between 6:00 p.m. and 7:00 a.m. Licensees also may not remove rubbish already set out for city collection.
