Palatine, IL Business Licensing & Operations: Secondhand Dealers (2026)

Palatine's Village Code addresses secondhand dealing narrowly, through a single cross-reference inside the pawnbroker division rather than a freestanding article for secondhand shops. Section 20-334 provides that no pawnbroker shall conduct the business of a secondhand dealer without having obtained the license required for such dealer, in addition to the pawnbroker's license, confirming that operating as a secondhand dealer in the village is itself a separately licensed activity, distinct from pawnbroking even though the two businesses often overlap. For a secondhand dealer that is not also a pawnbroker, and that is not otherwise covered by a specific licensing article such as the itinerant dealer in gold and silver provisions of chapter 20, article V, division 9, the general business license requirement of Section 20-4 applies: any person conducting a business or occupation for which no other Code provision requires a license must apply to the village and obtain a general business license, with the fee set under Section 20-21.

Violations of the pawnbroker division's secondhand dealer license requirement, including a pawnbroker who deals in secondhand goods without the separate license, are fined under the village fine schedule per Section 20-336, the same penalty section that covers other pawnbroker division violations. Because the code does not print separate application, recordkeeping, or inspection standards for secondhand dealers the way it does for pawnbrokers, a secondhand dealer applying in Palatine follows the general licensing procedures in Section 20-2 for applications and Section 20-14 for inspections that apply across chapter 20.
