Youngstown, OH Business Licensing & Operations: Secondhand Dealers (2026)

In the City of Youngstown, Ohio, Chapter 747 of the Codified Ordinances licenses junk dealers, junk collectors or gatherers, secondhand stores and scrap metal processing facilities separately for each place and stand, with the license issued by the Mayor under Section 747.02. Section 747.03 sets annual fees at $100 for junk dealers, $25 for junk collectors or gatherers, $50 for secondhand stores and $100 for scrap metal processing facilities, prorated by the quarter for licenses issued mid-year; every license expires December 31 under Section 747.04.

Section 747.05 bars anyone convicted within the prior twelve months of a liquor, gambling or prostitution offense from holding a license, and requires a majority of a corporate licensee's stockholders to be U.S. citizens. Section 747.08 forbids buying or receiving items between 9:00 p.m. and 7:00 a.m., and Section 747.09 bars purchases from minors, intoxicated persons, known thieves or anyone who cannot furnish ownership identification. Section 747.11 requires a numbered purchase book, a daily report to the Police Chief, and a photocopied photo ID for every seller; scrap metal facilities must also file a monthly tonnage report with the Mahoning County Solid Waste Management District by the 15th.

Section 747.12 sets a 30-day holding period before any purchased item can be resold, and Section 747.14 requires junkyards to be fully enclosed or fenced to at least seven feet, subject to Engineering Commissioner approval. Under Section 747.99, violating provisions carrying no separate penalty is a minor misdemeanor on a first offense and a fourth-degree misdemeanor after that, while violating the records or holding-period sections is a third-degree misdemeanor, with each day of unlicensed operation a separate offense.
