Appleton, WI Business Licensing & Operations: Tattoo & Body Modification (2026)

Article XVIII of the Appleton Municipal Code, adopted under Wis. 16, governs every tattooist, body piercer, tattoo establishment and body piercing establishment operating in the city (§ 9-850, § 9-852). All licensees must also comply with the state sanitation rules in Wis. Admin. Code SPS 221, which the city incorporates by reference. Section 9-860 bars anyone from operating a tattoo or body piercing business without a Health Department license: applicants file with the local health department, pay the application fee plus any state administrative fee, and cannot open a new establishment, or transfer to a new operator, without a preinspection.

The health department has 30 days to approve or deny a completed application and must give written reasons plus appeal information if it denies one. Licenses run on a fiscal cycle: they expire every June 30 under § 9-861 and must be renewed by that date with the fee on file with the health department; a late renewal draws an additional late-payment fee, and any establishment still operating without a valid license by July 15 is ordered closed by the Health Officer, with continued operation charged as a uniform citation where each day of violation is a separate offense (§ 9-861).

The Health Officer may enter any licensed premises at reasonable times to inspect, observe practices with patron consent, and collect samples (§ 9-853), and may suspend or revoke a license for any ordinance or law violation or other good cause (§ 9-862), or issue an emergency suspension without notice if the premises pose an immediate health hazard (§ 9-863). A denied, suspended or revoked applicant can appeal to the Board of Health within 30 days for a hearing that may affirm, modify or set aside the Health Officer's order (§ 9-864).
