CVMC 5.56.020 makes it unlawful to act as a Tobacco Retailer in the City without first obtaining, for each location, a valid Tobacco Retailer's Permit under Chapter 5.56, a business license under Chapter 5.02, and all required state licenses. The Police Department reviews applications (CVMC 5.56.030) requiring extensive background information, and the Chief of Police may deny an application for reasons including false statements, prior tobacco-law convictions within five years, or felony convictions within ten years (CVMC 5.56.040). Permits run one year and automatically renew unless the Chief of Police finds grounds for denial, such as failure to operate continuously for four months or failure to pay the renewal fee (CVMC 5.56.050).

Permits are nontransferable between persons or locations, and a change of more than 20 percent ownership requires a new permit (CVMC 5.56.060). Operating requirements include a fixed-location mandate, a ban on self-service displays, an ID check for anyone appearing under 27, and a cap of no more than 20 percent of window area covered by signage (CVMC 5.56.090). Flavored tobacco products have been banned outright citywide since January 1, 2023, with limited exemptions for shisha, premium cigars, and loose-leaf tobacco (CVMC 5.56.095). The Police Department must inspect every permitted retailer at least once every 24 months (CVMC 5.56.100).

A first violation draws a warning; a second within 60 months triggers a 90-day suspension; a third, a one-year suspension; a fourth, revocation (CVMC 5.56.110).
