Henderson, NV Business Licensing & Operations: Tobacco Retail License (2026)

The Henderson Development Code treats smoke, tobacco, and vape shops as a distinct commercial use requiring a conditional use permit. New shops must sit at least 2,000 feet from any other smoke/tobacco/vape shop, a rule the code says cannot be waived, plus 1,000 feet from a school, public park, or library, and 500 feet from residentially-zoned land. The 1,000- and 500-foot buffers can be reduced through CUP approval if the applicant shows clear and convincing evidence the reduction won't undermine the buffer's purpose, such as an intervening freeway or drainage channel. A shop also cannot open in the same shopping center as a business serving children.
