Article 2 of Chapter 9 requires every tobacco retailer, including sellers of electronic smoking devices, to obtain a permit for each fixed location before retailing tobacco products. 203 bars issuing a permit for mobile or on-foot sales and for temporary or recurring events such as flea markets or farmers' markets, and no permit may issue for a location that violates the Redondo Beach Zoning Ordinance. Applicants submit a City form to the Community Development Department naming every business owner, the business address, an agent for notices, and proof of a valid state tobacco retailer's license from the California Department of Tax and Fee Administration; a City Council resolution can set an application fee capped at the City's actual cost.

204 the Finance Department, consulting with Community Development on location requirements, must issue the permit unless the application contains false information, seeks a prohibited location, follows a revocation within the last 12 months, or the applicant owes the City unpaid fees or fines. Permits run for one year, must be renewed at least 30 days before expiration, and are nontransferable between owners or locations; a change in ownership, name or location voids the permit and requires a new application.
