Florissant, MO Cannabis Regulations: Buffer Zones (2026)

120(B)(55) sets Florissant's buffer for a Marijuana Dispensary Facility (NAICS CC453999): it cannot be sited within three hundred feet of a property holding an existing church, day care center, or elementary or secondary school. 140(B)(10) applies a longer, seven-hundred-fifty-foot buffer to Marijuana-Infused Products Manufacturing, Marijuana Testing and Marijuana Cultivation Facilities from the same set of protected uses, reflecting the larger footprint and different community-impact profile the City assigns to production and testing operations versus retail dispensing. Both Sections measure the same way: from the closest property line of the proposed marijuana facility to the closest property line of the protected use, except that a facility inside a shopping center is measured from a determined centroid of the facility rather than its property line.

Both Sections also require the facility to hold all applicable state licenses and regulations and flatly prohibit on-site consumption: no marijuana may be smoked, ingested, infused or otherwise consumed on the premises, and every license issued to the facility must be displayed there. These buffers exist inside the underlying use-permission Sections rather than as a stand-alone marijuana buffer ordinance, so they only apply within the districts where the Code lists the facility type as a permitted use in the first place; a facility proposed outside those districts is barred by the use list itself before the distance buffer is even reached.
