The six-hundred-foot buffer is measured as the horizontal straight-line distance from the school, day care center, youth center or residential parcel's property line to the closest property line of the cannabis lot, ignoring any buildings in between, and it is fixed as of the date the city approves the development agreement for that site. Every cannabis use also needs both a development agreement and a conditional use permit under Chapter 5.90 before it may operate in M-1 or M-2. Odor must be fully contained by ventilation equipment, exterior operations must stay invisible from the public right-of-way, and no alcohol or tobacco may be sold or consumed on-site. Section 17.71.040 adds security requirements: cameras must record around the clock with a four-hour battery backup and ninety-day retention, and a licensed, alarm-monitored security guard must be on duty whenever the premises is open to the public.
