Bend, OR Cannabis Regulations: Dispensary Zoning (2026)

Bend regulates rather than bans marijuana businesses. 005 makes the operating-license chapter apply to every medical marijuana dispensary, recreational marijuana retailer, processor, producer, wholesaler and tester licensed or registered by the Oregon Liquor Control Commission or Oregon Health Authority operating in the City of Bend, meaning the City allows these uses under its own license rather than exercising the local opt-out available to Oregon cities. 045. Every aspect of a recreational or medical marijuana business, other than a grow producing operation, must be located inside a permanent building; outdoor storage of marijuana or marijuana product for commercial sale is not allowed.

Grow operations are the one activity Bend lets happen outdoors, and even then only as State regulation allows within the City's industrial zones. Marijuana plants, products and paraphernalia must be completely screened from outside view, with no visible product from the building's exterior. m. On top of the location rules, every marijuana business must still clear the separate Bend Development Code, meaning a use that fails zoning district or site standards there cannot get an operating license under this chapter, and it must obtain all Fire Department, Public Works, Building Division and Community Development approvals before the City issues the license.
