East Orange, NJ Cannabis Regulations: Dispensary Zoning (2026)

East Orange opted in to recreational cannabis rather than banning it: § 120-5(C)(3) states that, effective August 20, 2021, the City permits microbusinesses and standard cannabis businesses across six classes, cultivators, manufacturers, wholesalers, distributors, retailers, and delivery services, though alternative treatment centers, expanded ATCs, and testing facilities are not authorized to operate at all. Section 120-6(C)(1) confines cultivators, manufacturers, wholesalers, and distributors to the Industrial (IND) and Mixed Industrial/Commercial (IND-1) districts, with outdoor cultivation barred within 30 feet of any property line. Retailers and delivery services get a wider footprint under § 120-6(C)(2): IND, IND-1, Central Business (CBD), Central Avenue Commercial (CAC), Arts and Cultural (ACD), and Commercial (C2) districts, plus nine specifically mapped block-and-lot clusters, including Central Avenue and South Street, Sussex Plaza, 4th Avenue, Ampere Parkway, Hoffman Boulevard, Dodd Street, North Park Street, North Harrison Street, and Williams Street, all shown on a cannabis Location Area Map kept on file at City Hall.

Even within those zones, no more than two retailers can operate within 625 feet of each other. Retail capacity is also capped physically: § 120-6(B)(3) and (C)(3) together limit occupancy to 25 patrons per 1,000 square feet under the general provisions, or 30 patrons per 1,500 square feet specifically for retail establishments. Any zone not listing a cannabis use applies its most restrictive existing standards to that business instead, under § 120-6(C)(1)(f).
