Section 37-5.3 makes state-licensed Cannabis Establishments a permitted use only in "the area southeast of Woodbridge Avenue between Amboy Avenue and Mill Road," excluding any parcel zoned residential or within 1,000 feet of a residential zone. Section 37-5.4 then prohibits Cannabis Establishments in every other Township zoning district.
