Flower Mound, TX Cannabis Regulations: Dispensary Zoning (2026)

Cannabis dispensaries as commonly understood in legalization states are illegal in Texas and in Flower Mound. Texas Health and Safety Code Chapter 481 classifies marijuana as a controlled substance, and the sale or distribution of marijuana is a criminal offense. The Texas Compassionate Use Program under Chapter 487 authorizes a limited number of licensed dispensing organizations to produce and dispense low-THC cannabis oil (maximum 0.5% THC) to patients with qualifying medical conditions. As of the current licensing period, only a small number of TCUP dispensing organizations are licensed statewide, and none operate in Flower Mound or Denton County.
