Jonesboro, AR Cannabis Regulations: Dispensary Zoning (2026)

Chapter 117's commercial and industrial use table, adopted under Sec. 117-139(d), lists 'medical marijuana dispensary' and 'medical marijuana cultivation center' as separate use categories subject to their own column-by-column district permissions. A dispensary carries a 'P' (permitted by right) only in the C-3 general commercial district; it is blank, meaning not permitted, in CR-1, C-4, C-2, C-1, I-1, and I-2. A cultivation center is permitted by right only in the I-1 and I-2 industrial districts, and is not permitted in any commercial or residential district.

Because the use table lists no conditional-use ('C') pathway for either use outside those districts, a dispensary or cultivation center cannot locate in Jonesboro's downtown core (C-1), downtown fringe (C-2), the neighborhood or general commercial districts (C-4, C-3's other neighbors), CR-1, or any residential or agricultural zone. Site plan review, off-street parking under Sec. 117-324, and landscaping and screening under Sec. 117-326 still apply to any dispensary or cultivation center built in an eligible district, the same as for any other permitted commercial or industrial use.

The zoning code defines both terms in its general definitions section, Sec. 117-2: a 'medical marijuana cultivation center' is an entity licensed by the Arkansas Medical Marijuana Commission to cultivate, prepare, manufacture, process, package, sell, and deliver to a dispensary, while a 'medical marijuana dispensary' is an entity licensed by the same commission to dispense medical marijuana. No separate local opt-out provision appears anywhere in the zoning use table or definitions; the city instead controls location purely through the district-by-district permissions in Sec. 117-139(d).
